5,000 E-cars for Govt Sector: Union Minister Manohar Lal Launches CESL’s ‘EV as a Service’ Programme

A central government panel of top officials recently pulled up state-owned telecom service provider BSNL and the department of telecommunications (DoT) for their slow pace of asset monetisation, which has resulted in the department significantly missing its targets.

In a push towards green mobility, Convergence Energy Services Limited (CESL), a subsidiary of Energy Efficiency Services Limited (EESL), launched its ‘EV as a Service’ programme, targeting the deployment of 5,000 electric cars in government ministries and public sector units over the next two years. The programme was unveiled by Union minister of power and housing & urban affairs Manohar Lal at an event held at Major Dhyan Chand National Stadium.

CESL’s initiative is aimed at increasing electric vehicle (EV) adoption within the government sector through a flexible procurement model, enabling departments to select E-Car models that suit their operational needs. CESL has already deployed close to 2,000 electric cars across the country and is facilitating the rollout of around 17,000 electric buses as part of its broader mission to support India’s net-zero emissions goal by 2070.

“The ‘EV as a Service’ programme exemplifies CESL’s commitment to providing clean mobility solutions and accelerating India’s journey towards sustainable transportation,” Union Minister Manohar Lal stated at the event. “With initiatives like these, India is making significant strides towards a future where clean energy is integral to public transportation.”

Vishal Kapoor, MD & CEO, CESL, emphasized the alignment of the initiative with the PM E-DRIVE Scheme, a national programme aimed at fast-tracking India’s transition to electric mobility. “At CESL, the future of transportation is electric,” Kapoor said. “By driving EV adoption in government fleets, we are facilitating emissions reduction and enhancing energy security. This programme aligns stakeholders- from manufacturers and operators to policymakers-creating an ecosystem ready for large-scale EV growth.”

The launch event featured an exhibition of more than 100 electric vehicles, including e-bicycles, electric two-wheelers, three-wheelers, e- cargo pickups, and e-buses, showcasing the variety of e-mobility solutions available in India. Senior officers from the Ministry of Power, Ministry of Heavy Industries, and other government departments were present, alongside E-Mobility OEMs and industry representatives.
